GREENIN - Desired Scenario on Green Public Procurement for Innovation

GREENIN is a peer learning project, financed by the European Union`s Horizon 2020 research and innovation programme, led by FUNDECYT-PCTEX and implemented in collaboration with European innovation support institutions in Portugal and Hungary. It aims at developing and sharing an effective mechanism for reviewing and identifying the state of the art of policies, methodologies, experiences and good practices on Green Public Procurement for Innovation (GPPI), to implement effective GPPI initiatives in European territories.

GREENIN project aim is to set up a desired scenario in green public procurement for innovation (GPPI), aligned with smart specialisation strategies, to increase knowledge exchange with policy makers and interested stakeholders, favouring SMEs participation. The GREENIN project intends to open a dialogue on how GPPI efforts and impact can be reinforced through a joint learning process of the three partners and to elaborate a suitable Design Options Paper (GREENIN DOP), creating a desired scenario for all those involved and interested in the policy topic in the future.

The project focuses on green since GPP stimulates eco-innovation contributing to EU's efforts to become a more resource-efficient economy.

The project has an approach on innovation since public procurement for innovation fosters new solutions in a shorter time-to-market and advice to SMEs on innovation is one of fields of expertise of the participating host organisations.

To design the desired GPPI scenario, the GREENIN project has the following specific objectives:

  1. To review and identify the state of the art of policies, methodologies, experiences and good practices on GPPI, implemented by project partners and by other European public agencies

  2. To analyse and define the desired scenario for implementation of GPPI in European territories, supported by a SWOT analysis between peers.

  3. To facilitate knowledge exchange on GPPI through pilot actions that put newly developed skills into practice; events for procurers and SMEs to foster participation in GPPI processes.

  4. To develop a Design Options Paper (DOP) to be used as guideline to implement effective GPPI initiatives in European territories – available via Gold Open Access.

+ Local Working Groups (LWG), one per each partner region, formed by public authorities, procurers and representatives responsible for the development, delivery and management of public procurement, green economy and/or innovation support measures for SMEs, will help to identify good practices and define the desired scenario for GPPI.
